The Journey To Excellence program introduced in early 2011 serves as the first truly integrated method of measuring the effectiveness of the delivery of the Scouting program across the full continuum. It is based on the "balanced scorecard" model which incorporated not only the past performance, it also helps establish SMART goals, and evaluates the sustainablilty of the program delivery.

The information provided below will help Pack Leadership Teams to evaluate their past program using standards established by the National Council; help them to set realistic staged goals; and establish a succession and sustainablility plan for the future of their Pack.

The Journey To Excellence program replaced the Centennial Quality Unit program, and will serve as the standard upon which every unit within the Boy Scouts of America will be measured. The program is intended to help every unit in Scouting to achieve a standard of excellence and continue to do so well into the second century of Scouting.
